Islington Council appoints new Acting Head of Paid Service

Islington Council has appointed Stephen Biggs to be Acting Head of Paid Service, after Chief Executive Linzi Roberts-Egan leaves next month. 

Stephen is the council’s Corporate Director for Community Wealth Building and has been at the council since 2019, with 30 years of experience working in, and in partnership with, the public sector, mainly in local government and health. 

He has extensive leadership experience and at Islington leads on key work including delivering new council homes, and creating jobs and opportunities for people in the local economy. 

Stephen said: “I am delighted to be offered the role of Acting Head of Paid Service and look forward to working with the Leader, Executive, members, my brilliant colleagues and our partners to continue making a difference for our residents, businesses and local communities in these most challenging of times.” 

Cllr Kaya Comer-Schwartz, Leader of Islington Council, said: “I’m very pleased Stephen Biggs will be our Acting Head of Paid Service while we appoint a new Chief Executive.

“Stephen has shown strong and effective leadership on vital projects including new council home-building, and delivering jobs and opportunities for residents, and will keep the council’s relentless focus on building a more equal Islington.” 

To ensure a smooth transition, the handover process will start now, and Stephen will take up the appointment in July, when Linzi leaves to become Chief Executive of the London Borough of Waltham Forest.
