More than £390m to be invested in council home upgrades

It’s all part of the council’s efforts to Make it Happen by delivering real, tangible change that residents can see and feel – with large-scale upgrades to make homes warmer, safer, and more comfortable.  

Cllr Jason Jackson, Islington Council’s Executive Member for Homes and Neighbourhoods, said: “We are determined to deliver the high-quality homes our residents deserve, and this major investment is all about making it happen.

“By investing £390m over the next five years, we’re transforming council homes across Islington – making homes warmer, safer, and fit for the future.  

“While we're in the hotter months, we know residents still rely on their boilers every day for hot water, which is why we're continuing to replace ageing systems now and helping ensure homes are ready for winter.”

The five-year investment builds on the council’s previous work to improve council housing. The council has replaced an average of around 2,060 boilers a year over the past three financial years.

In 2025, the council went further, replacing 2,181 boilers and investing more than £8 million to improve heating systems. This work is helping households reduce energy costs and improve reliability, particularly during colder months and the ongoing cost of living crisis.  

Alongside heating upgrades, the council is improving everyday living spaces. Between April 2025 and March 2026, 129 kitchens and 243 bathrooms were replaced, supported by £5.174 million of investment in modern, high-quality facilities for residents.
